Costa Brava Engineering LLC (a privately held company) was founded by Victor Garcia with the desire to serve South Texas with the best engineering services possible. This is why, at Costa Brava Engineering, we offer multidisciplinary engineering services to a variety of sectors such as industrial, commercial, and residential.

We hold learning as a core value and an essential attitude in every aspect of our approach to each project we undertake. We embrace our size and have been incredibly nimble to react to our clients’ needs. This is a long play, and we are excited about Costa Brava Engineering’s inclusion in this area. VICTOR GARCIA PE PMP

President & Founder

In addition to Victor being a top tier Oil and Gas professional, he has worked (and lived) in all the major industrial hubs along the Gulf Coast. This includes Brownsville, Corpus Christi, Texas City, Port Arthur, Lake Charles, Baton Rouge and LaPlace. Each location has given him a unique experience in plant operations, construction, small capital projects, mega projects, EPC, modularization, and engineering. He is very familiar with refining operations like sulfur units, sour water handling, amine treating, delayed coking, hydrotreating, fluidized catalytic conversion, and liquified natural gas (LNG) processes. Victor is a licensed Professional Engineer in Texas, Louisiana, and Puerto Rico. He holds a Project Management Professional certification from the Project Management Institute and strongly supports certification and licensure in both of these fields. His international experience living in Mexico and Puerto Rico, in conjunction with his US based experience, has allowed him to be an advisor to corporations. He brings all this knowledge to Costa Brava Engineering LLC with a great deal of passion! He is born, raised, and rooted in Brownsville and deeply committed to South Texas.

David m. anderson

Executive Vice President

David Anderson has over 37 years of experience in Oil and Gas and 15 years of construction and operational leadership in LNG liquefaction projects in the United States, South America, and Asian theaters. David has been an integral part of successfully guiding the complexity and intricacies of construction, commissioning, start-up, and operation of 7 LNG trains and regularly consults on these areas. Experience with APCI and Conoco Phillips Optimized Cascade Processes. David began his professional career as a medic in the United States Air Force and then cross-trained into a materials specialist, emphasizing nondestructive testing. After four years of military service, David graduated as a commercial diver from the College of Oceaneering in Los Angeles, California. Working briefly in the offshore industry, David turned his attention to the downstream sector in oil and gas. The early 1990s was transformational with the promulgation of Process Safety Management. David was intrigued by the new PSM rule and became an understudy of regulatory affairs and compliance. After 22 years working in refineries, chemical plants, pharmaceuticals, and pipelines, David moved into the emerging LNG industry.
